Paquette tried to adjust the rules on time limits for the meeting, specifically Section 38 of Bylaw 18155, the Council Procedures Bylaw. That motion was defeated, 7 votes to 6. This kind of split vote on procedural matters is rare, indicating some underlying tension about how much time certain discussions should get.
